Title: Regulations for Commissioned Inspection of Radioactive Material Facilities Ch

Content: 1. These regulations are established in accordance with Item C of No. 13 and No. 22 of the  Radioactive Materials Management Act.
2.  “Radioactive material facilities”  refers to one of the following:
A. Facilities for storage or production of nuclear materials or fuel
B. Facilities for treatment, storage or final disposal of radioactive waste.
3. The authority may commission relevant agencies (institutions), schools or organizations (hereinafter referred to as the Trustee) to inspect the construction and operation of radioactive material facilities.
4. The Trustee should have one of the following qualifications:
A. At least four years  experience in  planning and design, manufacturing, construction, quality assurance, quality control or inspection, review, testing, research or educational training in radioactive material facilities engineering or related fields.
B. An agency (institution) that has the technical capabilities to inspect radioactive material facilities.
5. The Trustee should appoint an inspection technical supervisor or technical staff to carry out the inspection tasks. The Trustee should submit inspection plans and the roster of technical personnel, and report to the supervising authority for approval before performing the inspection tasks.
6. The inspection technical supervisor should have one of the following qualifications:
A. A science or engineering degree from a registered domestic public or private university or college or a Ministry of Education recognized foreign university or college, and at least four years of  experience in radioactive material facilities engineering/inspection or related fields.
B. A science or  engineering diploma from a registered domestic public or private technical school or a Ministry of Education recognized foreign technical school, and at least eight years of  experience in radioactive material facilities engineering/inspection or related fields.
C. At least twelve years of  experience in radioactive material facilities engineering/inspection or related fields.
D.  At least eight years experience as an inspector of radioactive material facilities in a domestic or foreign institution.

7. The inspection technical staff should have one of the following qualifications:
A.  An engineering degree from a registered domestic public or private university or a foreign college recognized by the Ministry of Education, and at least two years of practical experience in radioactive material facilities engineering/inspection or related fields.
B.  An engineering degree from a registered domestic public or private college or a foreign college recognized by the Ministry of Education, and at least four years of practical experience in radioactive material facilities engineering/inspection or related fields.
C.  At least six years of practical experience in radioactive material facilities engineering/inspection or related fields.
D. Have served as a radioactive material facilities inspector in a domestic or foreign institution for at least four years.
8. The authority may require the inspection technical supervisor and staff to possess relevant technical certificates as per the requirements of the commissioned tasks.
9. The inspection technical supervisor and staff appointed by the Trustee must not have worked  in the institution under inspection during the three years prior to their  date of appointment.
10. In the event that the inspection technical supervisor or staff are performing their jobs unacceptably or making false inspection reports, the authority may, depending on the severity of the case, demand the Trustee  improve before a deadline or terminate the commission.
11. The Regulations are effective the  date of publication.
