Content: 1. These guidelines are established in accordance with Item B of No. 4 of the Guidelines for Installation Sites of Low-level Radioactive Waste Final Disposal Facilities (hereinafter referred to as the Guidelines).
2. The active fault and geological conditions described in Item A.1 of No. 4 of the Guidelines may affect the safety of installing disposal facilities if the area belongs to one of the following:
A. Areas around active faults; specifically, 1km from the fault traces and 3km from both ends of the active faults.
B. Areas of post-volcanic activities.
C. Areas within a radius of 1km of a mud volcano’s eruption point.
D. Single landslide areas larger than 0.1 square kilometer and cannot be rectified by engineering efforts.
3. The chemical conditions preventing effective inhibition of the proliferation of radionuclide contamination described in Item A.2 of No. 4 of the Guidelines may affect the safety of installing disposal facilities if the area belongs to one of the following:
A. Areas with groundwater’s hydrogen ion density index (pH value) below four.
B. Areas with geological medium’s distribution coefficient of cobalt and cesium below 3ml/g.
4. The surface or ground water conditions described in Item A.3 of No. 4 of the Guidelines may affect the safety of installing disposal facilities if the area belongs to one of the following:
A. Areas where waterways run through, such as rivers, lakes, reservoirs storage areas, drainage facilities, canals, reduced rivers, detention ponds, and regional water diversion areas.
B. A reservoir watershed, be it an existing one, one under construction, or one that has been planned and approved for construction.
C. Groundwater control areas.
5. The threshold for determining high population density areas described in Item A.4 of No. 4 of the Guidelines is 600 people per square kilometer per township (town, city).
6. The development restriction areas described in Item A.5 of No. 4 of the Guidelines are determined in accordance with the provisions of other laws.
6-1.Candidate site located in the Indigenous peoples’ regions without the Indigenous peoples’ permission and compliance with the Article 31 of The Indigenous Peoples Basic Law are the development restriction areas described in the preceding Article of the Guidelines.
7. The Guidelines are effective the publication date.
