Article 1

The reference guidelines are formulated for National Nuclear Emergency Response Center to make comprehensive decision on public protective and response action reference when a nuclear accident happens.

Article 2

The Operational Intervention Levels (OILs) used in the reference guidelines refers to the operational criteria that allow decision-makers to promptly implement protective actions on the basis of radiation survey during the occurrence of a nuclear accident and radioactive material released.

Article 3

The recommendations of the public protection actions in the Emergency Planning Zone (EPZ) are listed in Appendix 1; it would be adopted according to the classification of nuclear accident. The recommendations of the public protective action in the affected area are listed in Appendix 2; it would be adopted based on the radiation survey and dose evaluation.
